Is it a snack or a starter? I may never know the answer. Usually these are spicy back in Andhra Pradesh where the recipe was born. These chilly prawns are just a namesake and are regular capsicum prawns only made to look sober and lighter to suit the palate of the regular Bangalore cuisine lover. Am at Hyderabad house and these don't excite me.
